I'm hosting a vBulletin forum: Basic4ppc - Windows Mobile Development - Powered by vBulletin
Do you recommend installing vBSEO?
Is it simple to install and maintain?

This entirely depends if you want the added features of SEO to your forum? As with any plugin, VBSEO takes more resources to run/operate your forum.

mod_rewrite comes by default on all VPS servers that HostICan provides
