Thanks for all your help guys. I've been away from the computer for a few days but when I tried it today - IT WORKED ! I have no idea what was wrong, all I did today was log in to my /wp-admin/ and click on permalinks and the page loaded right away with all the options.

I have had this issue with WP (Wordpress) 2.6.3 and 2.6.5. In both cases I had to chmod .htaccess to 777 and then chmod it back to 644 after. In one unusual case (another WP blog) I had to remove the existing non-WP directives in the .htaccess file and then replace them below the WP directives.
