Default run own CGI scripts on cPanel hosting account
I use Base-Host plan with the cPanel hosting account. Can I run my own CGI scripts?

Yes, you may run you're own CGI scripts from within the cgi-bin directory. Use the File Manager or FTP program to upload your scripts there.
