Can I change Apache?
As a shared hosting customer, I need all of my sites to default to index.html rather than to index.php if I have an index.html page in a directory.
How do I get apache to do this?

Sure, thats quite possible (place the below into your .htaccess file):
DirectoryIndex index.html
