Default add special characters to pages in web hosting

I'm wondering how to put special characters? I've seen them in many websites.

Open this page ANSI character set and equivalent Unicode and HTML characters . Also you can use Character Map to insert special characters. Click on the Windows XP Start -> All programs -> Accessories -> System tools -> Character Map .
