If an affiliate refers more then say 80% fraud / not completed orders per month - do you think its fair to terminate the affiliate partnership? - I know what should be done - just be interesting to see what you guys think.

Yes, they should be terminated if it spans longer than a 2 month period.

IMHO, in ANY kind of partnership/deal/etc. where money changes hands, mutual trust is an absolute must. If that can't be established, the agreement should be terminated....
