Why have payment via checks disabled?

When I first signed up, there was an option for payment by checks. And there was no minimum payout (if I'm not mistaken)

I cannot accept payment via paypal, and the other solution you offer is bank wire and the minimum payment is at $1k. This is crazy unless a there's a big transfer fees involved
But on the other hand, a simple check payment would have solved all this, at least for people like me who cannot receive payment via paypal yet.
(My country still has a send-only status for paypal)

Yes, a wire transfer normally costs about $40 ~ 50 for us to do. Thus we try to get large sums to send. This is why we've set that threshold to $1,000 USD.

We've sent almost $100,000 /mo to an affiliate every month for the last 6 months, so I know that its possible to earn more then $1,000 for sure and receive it.
